The Free Methodist Chaplains Association (FMCA) elects its Executive Committee every two years. The members listed below are serving from 2011 to 2013. The Executive Committee meets in person twice a year, and holds conference calls the remaining ten months.
Steve Coates (Gateway Conference) is serving as a member-at-large of the FM Chaplains Association. Steve served in youth ministry for 12 years in the Southern Michigan and Gateway Conferences. Navy Chaplain LCDR Coates is the 2D MARINE DIVISION Deputy Chaplain at Camp Lejeune, NC. His next assignment is to the Pentagon where he will serve as Assistant Deputy Chaplain of the Marine Corps. Steve is filling in for Daleasha Hall who took a LOA to attend to her family and her husband’s health needs.
Vic Toney (Ohio Conference) is president of the FMCA. Lt. Col. Toney is the wing chaplain at Offutt Air Force Base near Omaha, Neb. Vic grew up in the Southern Baptist Convention and changed to the Free Methodist Church while at Asbury Theological Seminary. Vic is currently on a deployment to Africa encouraging chaplains and other missionaries.
Sam Shreffler (Genesis Conference) is past president of the FMCA, and as such he serves for two additional years. Sam also served as FMCA secretary for two terms. Chaplain Shreffler is the full-time lead chaplain for the Heritage Group, including Heritage Village, in Gerry, N.Y. Sam is an experienced church planter and serves in consultant roles for new ministries.
Diane Munoz (New South Conference) serves as vice-president of the FMCA and lives in Wilmore, Ky. Chaplain Munoz has served as member of the executive committee for two years and as secretary for another two years. She is a lead chaplain with Hospice of the Bluegrass serving clients, families and staff in the greater Lexington, Ky. area.
Cris Mogenson (Acts 12:24 Churches – formerly Mid-Atlantic Conference) is a member of the executive committee and lives in Binghamton, N.Y., where he serves full time as lead chaplain at the Broome County Jail. Cris is a community leader as well as an officer on several regional corrections chaplains organizations.
John Lefler (Wabash Conference) is secretary of the FMCA. Chaplain Lefler also serves as pastor of Melody Hill Free Methodist Church in Evansville, Ind. He is a chaplain with the Indiana State Police and the Evansville Fire Department and is a fully trained fire fighter. John is well-known and highly respected wherever he serves.
Dean Cook (New South Conference) is a senior member (former Endorsing Agent) of the FMCA excutive committee who wrote, FM Chaplaincy: Being God’s Presence in Closed Communities (a history of 1938-2010). Chaplain Cook served a full career as a Navy chaplain (Captain) and was the pastor of Wilmore Free Methodist Church in Wilmore, Ky. for 10 years.
Rex Carpenter (Genesis Conference) is endorsing agent and director of chaplain ministries for the FMCUSA and has served as such since early summer 2007. During his tenure, 46 newly endorsed chaplains have been addeds. Rex served as a pastor for 13 years in the Genesis Conference and spent 24 years as an active duty Air Force chaplain.
Daleasha Hall (Oregon Conference) is a member of the FMCA executive committee. She is an ordained elder and co-pastors with her husband Gene. She is a full-time hospice chaplain and manager of her organization’s holistic care team. Daleasha was a reserve delegate from Oregon to General Conference 2011.
